You need to justify why we should spend the money, what is the benefit, who benefits, and particularly for a larger project, how have you validated that your assumed benefit is in fact correct?

Have you considered alternatives to achieve your desired outcome, is this the best solution?

Have you shown how you will complete the project, from obtaining quotes to implementation? (or getting it far enough to engage professionals for larger projects – in this case as well as justifying the request for funds, you need to justify request for someone’s time)

Have you demonstrated reliability, to the point we can trust you to do what you say you will do?

Where relevant, how are you ensuring that you or others will continue to provide time and input necessary to yield value?
